Uttar Pradesh Skill Development Mission (UPSDM) has been established in the state to carry forward the skill development initiatives in a coordinated manner. The Missions envisions that by the end of the Twelth Plan Period, all the youth of the state who do not want to, or cannot, due to any reason including financial, pursue formal general education after class 5th, would have fair choices to acquire skills that are relevant to the employers, at a reasonable cost and within reasonable distance from their residence and would have the facility to obtain professional counselling in making good choices based upon their interest and aptitude and also employment potential of the skill and would also be facilitated in obtaining placement after acquiring certification. To achieve this, the Mission will integrate efforts of various departments of the State and Central Government organizations engaged in providing skill development training and make available employment oriented and placement linked training in vocational skills to 45 lakh youth in the age group of 14 to 35 years by 2016-17, and even at a greater pace thereafter, by partnering with government and private training providers, while ensuring equitable access to the most disadvantaged, including women; and strive for placement of preferably at least 70% of the trained youth in gainful wage and self-employment to enable them to contribute to the economic development of the State.

Uttar Pradesh Skill Development Society is undertaking to implement UP Skill Development Programme in mission mode with a target of training 23 Lakhs candidates over the next 3 years (FY 2014-15, FY 2015-16 and FY 2016-17) in short term modular courses. The target will be achieved through large private training providers, small private training providers and government training providers. The current RFP is for empanelling large private training providers to train the candidates and facilitate their placement. The empanelment process for small private training providers shall be issued at an appropriate time. Eligibility criteria are mentioned in Clause 13. of RFP document. The last date of receipt of proposals is 10.01.2014 by 5:00 PM.
